Absalom Project Management and Consulting was established in 2026 as a veteran-owned small business. The firm provides project management support and project management consulting to small and mid-sized businesses and to state and federal government clients.
Absalom is led by Thomas McGinnes, President. Mr. McGinnes is a program manager with more than 23 years of experience providing project management support for government and private-sector technology programs. His work includes full-lifecycle program management services and project oversight of multi-million-dollar contracts.
In the private sector, he has directed large-scale technology deployments for multiple government entities, including $100 million-plus security enhancement programs across multiple sites, and multi-million dollar telecommunications deployments. His novel approach to budget and schedule tracking has a proven track record of keeping project stakeholders informed and engaged.
Project managers at Absalom hold project management certifications including PMP and Lean Six Sigma certifications. Our project managers are experienced in both Agile and Waterfall methodologies and bring that knowledge to each project we support.
